Well, honestly, if you just want to "play" ArmA 3 with decent settings at 1080p, you can go 660 TI or 7850/or whatever else equivalents there are and go with the 2500/3570/4670 (non K) and still play it at an acceptable fps, but doing that would at least make mefeel unsatisfied, not being able to max it out completely and not get a steady 50-60 FPS, but it's up to you, really. I would do what I suggested first though..
P67 or Z77 motherboard and a 3570k/2500k
Pretty sure you're gonna have to buy more ram too, but that should be fairly cheap
a 7950 or GTX 760 if the 760 isn't super expensive, considering the 7950 performs the same.
And then a 27 inch (at least) 2560x1440+ screen later on when money allows

Holy shit, you weren't kidding about the prices being jacked up, in this case more fucked than jacked, the GTX 760 is much cheaper than the 7950 on these websites, what the hell! Though, yeah, they're more expensive in general.. aghhh I feel for you.
