Varanon had a 550 Watts PSU, and found out that his machine was slower than mine - framerates in Arma 3 were almost half of mine. Upon examination, it turned out that the GeForce driver throttled the card because of lack of power. Once he got a new PSU, the problem went away.
So I am quite sure that from experience, this can be an issue. It depends on the components - for example, I do have quite a number of disks (four plus SSD) which will increase the power requirements. The board can do similar draw.
It also depends on the PSU itself. The wattage alone isn't the whole truth. It's also how much drain the individual rails can take. I know that some PSU's that have sufficient Watts have a 12 Volt rail that breaks down quickly under load.
To be on the safe side, a high quality PSU or one with enough watts is a requirement IMO.
